Shelley Smith has served as the Chief Executive Officer of West Texas Centers since August, 1996.  Ms. Smith received her BSW degree from Southwest Texas State University and her MSW degree from Our Lady of the Lake University in San Antonio. Smith recently received certification as a Certified Master Forensic Social Worker, has served as the Chair of the Texas Council Executive Directors Consortium and has served as the Chairperson of the Managed Care Steering Committee.  Ms. Smith has developed new and innovative ways of serving our community.  She is an active advocate and educator at local,state and national levels on community mental health services and programs for people with intellectual and developmental disabilities. 

Jessie Campbell graduated from Baylor University in 2007 with a Masters of Taxation and has since worked as a CPA in both public and private accounting. She has been with the Center since June 2014. As the Chief Financial Officer, Jessie is responsible for overseeing the accounting, billing and human resources departments.
