Justice Involved Program Manager

Supervises judicial program staff including Jail Caseworkers and TCOOMMI caseworkers. Some oversight and understanding of grant performance measures, grant budgets, staff requirements and any other regulations and/or standards given by grantor. Adheres to all program site visits, scheduled calls by grantor and reports due to State of Texas in a timely manner. Utilizes service provider profiles to monitor staff time utilization and responsible for record reviews to maintain quality assurance. Is responsible for hiring and supervision of staff to include traveling to each staff location as well as conducting staff meetings. Community outreach to educate communities about the justice involved programs that are available to include criteria and expected outcomes. Other outreach responsibilities includes speaking at public engagement as appropriate and representing West Texas Centers on local committees and/or community advisory councils. Requires flexible hours, involves extensive paperwork, and will require self-directed performance. Must have a valid Texas driver's license and a driving record that is acceptable for insurability through the Center's insurance carrier. Supervised by the Deputy Director of Behavioral Health. 

ESSENTIAL TASKS AND PURPOSES:

  • Will oversee the administrative aspects of all Justice Involved Programs; CMHG, TCOOMMI, and others as appropriate
    • Will ensure that all contract requirements and standards are met in regards to the specific contract to each program.
    • Maintains effective communication with all treatment staff, community stakeholders and consumers.
  • Ensures all qualify management and quality assurance of each program.
    • Will ensure that all monthly, quarterly and annual reports are turned in on a timely manner to Deputy Director of Behavioral Health.
    • Responsible for period case reviews
    • Will ensure all performance measures are being met on a monthly basis
  • Supervises Jail Caseworkers and TCOOMMI Caseworker staff
    • Attends all clinical treatment team meetings with program staff as appropriate
    • Monitors staff time utilization and completion of required progress notes and other documentation as required by performance measure standards.
    • Responsible for direct supervision, direction, documentation and personnel related activities for those supervised. 
    • Conducts monthly individual and group supervision sessions with all staff, submits proper documentation to the Director of MH Operations.
    • Models professionalism by appropriate dress, language, ethics and work behaviors. 
  • Responsible for community outreach and education. This includes community development, community relations and marketing for each program. 
    • Exhibits cooperation with all treatment team members as well as community members; such as parole, probation, county officials and other community members as necessary. 
    • Represents West Texas Centers on community committees or advisory boards.
    • Co-Chairs Quarterly Jail Diversion Committees. To include; planning, organizing and implementation of the meetings. Followed by documenting all committee minutes.
    • Creates marketing materials and agrees to speak in community settings about individual programs at West Texas Centers
  • Completes administrative oversight functions such as budget management and responsible for maintaining office supplies. 
    • Ensures that the programs operates within the budget and responsible for maintaining office supplies.
  • Functions as back up to vacant QMHP level staff as needed.
    • Serves as back-up to vacant QMHP Level staff. 
  • Participates in the Medicaid Administrative Claiming (MAC) time study program.  RMTS
    • Completes all RMTS Time Studies within timeframes. No documented failure to complete logs on time.
