West Texas Centers is seeking highly motivated individuals to fill a Program Manager position. This position supervises clinic staff including Case Managers, MCOTs (Mobile Crisis Outreach Team staff), Peer Providers, Family Partners, clerical staff, and other clinic support services personnel.
The Program Manager is responsible for assigning cases to QMHP staff and monitoring service completion to ensure compliance with performance contract standards. This role utilizes provider profiles to monitor staff time utilization and conducts record reviews to maintain quality assurance. Additional administrative responsibilities include budget oversight, maintaining office supplies, and serving as the clinic's additional duty safety officer as assigned.
The position also supports community development and community relations activities, including clinic marketing efforts. The Program Manager functions as a resource for New Employee Orientation (NEO) training and community-based training initiatives. This role may also serve as a backup for vacant QMHP-level positions as needed.
The position requires frequent interaction with individuals served, their families, and other service providers. Flexible hours, extensive documentation, and self-directed performance are required. Travel and use of a personal vehicle are required. Applicants must possess a valid Texas driver's license and have a driving record acceptable for insurability through the Center's insurance carrier.
This position reports to the Director of Behavioral Health.
Starting Salary: $65,000
ESSENTIAL TASKS AND PURPOSES:
- Must ensure that provider staff meet client service standards for the program area.
- Responsible for management of the program area in such a manner as to achieve an overall service standards as established by the Director of Behavioral Health.
- Supervises clinic staff including Case Managers, MCOT's (crisis staff), Peer Provider Family Partners, clerical and other clinic support services staff. Responsible for making case assignments to QMHP level staff and for monitoring the completion of services to meet performance contract standards.
- Monitors staff time utilization and completion of required monthly and quarterly services through the use of provider profiles from the information management system to maintain compliance with performance contract standards.
- Responsible for complete record reviews to maintain quality assurance of clinic records, in accordance with center policy and community standards.
- Responsible for direct supervision, direction, documentation and personnel related activities for those supervised.
- Conducts monthly individual and group supervision sessions with all staff, submits proper documentation to the Director of Behavioral Health.
- Completes administrative oversight functions such as budget management and is responsible for maintaining office supplies. Also functions as the clinic additional duty safety officer, as assigned by the Director of Behavioral Health.
- Ensures that the clinic operates within the budget and responsible for maintaining clinic office supplies.
- Functions as the clinic additional duty safety officer, as assigned by the Director of Behavioral Health and in accordance with center policy.
- Responsible for conducting activities directed at community development and community relations, including directing clinic marketing efforts.
- Performs community development and community relations in the community, including the marketing of clinic services in the community, as assigned by the Director of Behavioral Health.
- Functions as a resource for primary NEO and community based training and support.
- Provides primary training and support to new employees for NEO phase II and III, law enforcement, local hospitals and clinics and judicial leaders. Provides mental illness awareness training to community groups or organizations, as needed. Provides presentations to individuals and groups to increase awareness of mental health services.
- Functions as back up to vacant QMHP level staff as needed.
- Serves as back-up to vacant QMHP Level staff.
- May voluntarily participate in on-call crisis response team to ensure that 24-hour crisis coverage is provided to the community.
- Provides mental health consultation or crisis screenings to resolve mental health crises, in accordance with center policy and community standards with no documented evidence of failure to respond to calls.
- Participates in the Medicaid Administrative Claiming Time Study. Via the RMTS (Random Moment in Time Study)
- Ensures that all time Studies are completed within timeframes No documented failure to complete RMTS.
