West Texas Centers is searching for highly a motivated Cost Accounting Manager. This Position is responsible for overseeing the preparation and analysis of cost reports, ensuring compliance with state reporting requirements, and managing the cost allocation processes within the organization. In addition, this role involves supervising a team that includes an Accounting Clerk, responsible for bi-weekly payroll processing, and a Contracts Manager, responsible for overseeing contract administration and related accounting matters. The ideal candidate will have a strong understanding of cost accounting principles, state reporting regulations, payroll processes, and contract management. They should be a proactive leader with excellent communication and organizational skills. This position is responsible for all MAC reporting. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. This position reports directly to the Deputy CEO. This position is based in Howard County.

Job Functions include:
· Prepare and analyze detailed cost reports, including the allocation of costs to various departments and functions.
· Ensure the accuracy of cost reporting and provide actionable insights to management on cost performance, variances, and cost-saving opportunities.
· Runs General Ledger reports for quarterly cost report needed for the Performance Contract Report III.
· Prepares any other quarterly financial or match reports needed for MH Performance contract
· Assists in Random Moment Time Study (RMTS) and Financial report preparation. Acts as backup to primary RMTS preparer.
· Prepares bi-weekly pension report and excel worksheet emailed to pension administrator
· Attends MAC training. Employee needs to stay current by attending MAC training sessions.
· Prepares MAC claims quarterly timely.
· Assists with Payroll as needed. Provides backup, problem solving or other assistance as needed.
· Assists with the annual external audit
· Supervise the Accounting Clerk responsible for processing bi-weekly payroll, ensuring timely and accurate payments to employees.
· Review payroll data for compliance with company policies, legal requirements, and tax regulations.
· Ensure proper documentation and record-keeping for payroll transactions.
· Supervise the Contracts Manager in handling contract administration, ensuring that contracts are properly tracked, invoiced, and reported in compliance with organizational standards and regulations.
Pay Range: $70,000 - $80,000
Qualifications:
Education: Bachelor's degree in accounting, Finance, or a related field (required).
Experience: Minimum of 5 years of experience in accounting, financial reporting, or related roles, with at least 2 years in a supervisory capacity.
Skills:
Strong knowledge of cost accounting principles, financial reporting, and state regulations.
Proficiency in accounting software and Microsoft Excel; experience with ERP systems (preferred).
Strong leadership, communication, and team management skills.
Excellent problem-solving and analytical abilities.
Ability to manage multiple tasks, meet deadlines, and prioritize effectively.
